The Capabilities Development & Integration Directorate (CDID) Training and Doctrine Command (TRADOC) Capability Managers (TCMs) coordinate and integrate doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) issues and materiel solutions across current and future Army organizations. They maintain a balance between deployability, sustainability, and in-theater foot-print with lethality, mobility, and survivability. Current organization will evolve as operating environments change. TCMs must monitor current, proposed, and future organizational structure and equipment requirements to ensure all capability gaps are addresses to reflect the needs identified by the Department of the Army.

Job Duties

Duties will include:

  • Capture and document user required capabilities and capability gaps for input into Capabilities Needs Assessments (CNA) IAW the CNA annual cycle, Initial Capability Production Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD) and/or other required Joint Capabilities Integration Development System (JCIDS) documents as required to support future PFRMS.
  • Provide input for future PFRMS performance and requirements related documents. This documentation will be provided to the COR using standard Microsoft Office products including MS Word, PowerPoint, or Excel.
  • Review, analyze, and provide input as the lead integrator for developmental efforts on future PFRMS capabilities; provide subject matter expertise to support future PFRMS requirements for inclusion into DOTMLPF.
  • Coordinate and staff potential system development/improvements with materiel developers, operational units (Active and Army National Guard), other CDID directorates/COE’s, USMC, USN, Test Officers, Program Managers (PM), Program Executive Officers (PEO), HQDA Staff, DOD Staff, and Multinational Services to ensure future PFRMS meet user requirements and provide needed capabilities for future force structures.
  • Monitor and submit recommendations on behalf of current and emerging requirements/technology for concept development of future PFRMS.
  • Develop/update associated tactics, techniques, and procedures (TTPs) and review applicable Field Artillery/Fires manuals with the Directorate of Training and Doctrine (DOTD), FCOE Master Gunner Division to develop updates reflecting the addition of any new artillery PFRMS capabilities ensuring that information is prepared for inclusion in relevant Field Artillery manuals and doctrine.
  • Support the development of proposed future concepts and studies for PFRMS and support tests or experiments involving these systems; provide subject matter expertise input and capture and document results that impact the Soldier and FA organizations; provide trip reports within 72 working hours of completion for Test, exercise, and experiment’s.
  • Track and recommend changes to the Army force structure, provide input into future Basis of Issue Plans (BOIP), Army Acquisition Objectives (AAO), and Force Design Updates (FDU) affecting PFRMS and units.
  • Develop weekly and monthly activity reports for use by TCM, CDID, and FCoE leadership. The status report will include the status of future system production/ fielding’s, testing, system modifications/ improvements, input from institutional and operational units, critical maintenance issues, key future activities and other associated efforts.
  • Update applicable portions of all briefings for presentation to foreign groups and delegations, TRADOC, DA and DOD visitors and representatives and other individuals and organizations as necessary. The contractor shall prepare fact sheets, talking papers, decision papers and other PFRMS related documents as required.

Minimum Position Requirements

  • Shall have at a minimum 10 years’ experience within the DoD. This experience must include as a minimum: (10) years’ experience with DoD Artillery Units/Organizations with a minimum of three (3) years’ experience in Field Artillery Launchers (M270 and M142) and Multiple Launch Rocket System Family of Munitions (MFOM).
  • Completed the Captain’s Career Course or higher level of Professional Military Education l.
  • 2 years’ experience and training in combat developments or the acquisition process IAW DoD Directive 5000.02 that include Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities (DOTMLPF) for Precision Fires Rockets and Missile System (PFRMS).
  • Qualified candidates shall have a proven and verifiable track record in previous PFRMS positions and assignments.
  • Qualified candidates shall possess briefing experience in order to articulate future requirements to vested PFRMS stakeholders.
  • Provide proof of experience and training associated with towed field artillery systems, combat developments and acquisition process, and bachelor’s degree. Proof of experience to be submitted to be considered as qualified experience can be from any or a combination of the following:
    • DD Form 214
    • Officer Record Brief
    • Enlisted Record Brief
    • ATRRS
    • Certificate(s) of Training
    • Officer Evaluation Reports
    • Enlisted Evaluation Reports
  • Proficient in the following Microsoft Office Suite programs: Word, PowerPoint, Outlook, and Excel.
