Mr. Anthony (Tony) Braddock is President and Chief Executive Officer of the Loch Harbour Group (LHG), a corporation he founded in 1995. His vision was to bring advancements in technology to bear on the challenges that the US Government, Military Services, and private industry face in streamlining their business processes and bringing down costs. LHG is committed to being on the forefront of innovation in technology and setting the standard for others in our industry to enhance and improve warfighter and homeland defense capabilities.
Prior to LHG, Mr. Braddock served for 12 years in the Army on Active duty and 2 years in the Reserves as well as worked for 17 years as Director of Programs for the BDM Corporation. His corporate experience includes directing Programs in Information Technology, Logistics, Manufacturing Technology, Base Realignment and Closure; and developing, and implementing long- and short-range strategic plans and programs of modern military systems. Mr. Braddock is a Disabled Veteran of the Vietnam War and the President Emeritus of the Ambassadors of Mary, a religious organization in Arlington Diocese of Virginia.
Steven W. Smith MG (Ret)

MG Steven (Steve) Smith, United States Army, Retired, is a senior-level business executive with 40 years of experience in a wide range of enterprises in both the private and military sectors, including cyber defense risk mitigation, strategic planning, complex project management, product development, network operations-telecommunications, and financial management. He served in the US Army for over 39 years on active duty, in the Army National Guard, and in the Army Reserves, to include serving as the Commanding General of the US Army Central Command 335th Theater Signal Command/Army Central Command CIO. He has also served in numerous industry executive positions, including as a Senior Director of Global Clients Services to the Information Technology Group at Convergys Corporation; as a Senior Management Consultant at Barclay’s Bank International; as a Vice President of OES & Associates; and as a Senior Vice President and Chief Technology Officer at Fleet Mortgage Group. MG Smith (Ret) has an excellent reputation for building strong teams and work cultures that promote creative, opportunity-driven, and flexible thinking along with rapid delivery of technology solutions.

Systems Integration and Logistics Division
Ms. Nancy Massey is a certified Project Management Professional (PMP) with 14 years at LHG. Prior to her arrival, she worked in the Federal Government for over 25 years and retired from the Senior Executive Service in 2003. Her experience includes simultaneously managing and controlling multiple projects, both CONUS and OCCONUS. She has managed and controlled budgets exceeding $100M, while supervising high-level staff, civilian employees and military officers. As the Executive Director for Defense e-Business at the Defense Logistics Agency (DLA), she was responsible for merging disparate acquisition and logistics functions and services into a single lead center for e-Business. As the Executive Director, IT Policy Plans and Assessments at DLA, Ms. Massey served as the focal point and principal advisor to the CIO to eliminate redundant, obsolete and unnecessary policy documents; and re-engineered internal processes and established a Knowledge Management program.

Technology, Acquisition, Training, and Test & Evaluation Division
Mr. William (Jay) White brings a wealth of leadership and business experience from his 24-year Air Force career and 17 years with Science Applications International Corporation (SAIC). While in the Air Force, he gained an extensive background in test & evaluation (T&E) including operational, developmental, and joint T&E as well as training development, classroom instruction, and computer-based instructional development. His SAIC experience included positions as a Senior Analyst, Program Manager, Assistant Vice President, and Division Manager. He supported the Services, Department of Defense, and T&E sectors, directing client interactions at levels up to and including the Service Secretaries and Service Chiefs. Mr. White is a seasoned manager with experience leading diverse, geographically separated programs.

Mr. Michael (Mike) Heffner is a seasoned and highly successful business development and capture management professional, with over 40 years of experience capturing and managing multiple million-dollar programs and operations for companies that include Northrup Grumman, EDS, Sprint Government Systems, Hughes Network Systems and GTE Government Systems. He is a veteran of the US Air Force, with duty assignments in Colorado and overseas in Germany. He has in-depth knowledge and experience in DoD, Civilian, and Intelligence Community procurement and source-selection practices, including capture planning and managing proposal responses for large-scale GWACs, IDIQs, BPAs, small business set asides, sole source, and single award bids. He has excellent management skills leading and managing integrated capture and proposal teams that include account planning, relationship mapping, sales team building, cost/pricing analysis, technical, contract management, and subcontractor management. Mr. Heffner is a member of numerous professional organizations and boards, AFCEA as a member of the Central Maryland Chapter ExCom and DISA Liaison, as a past member of the AFCEA DC Board of Directors, National Defense Industrial Association (NDIA), and the Society of Satellite Professionals International (SSPI).
