Background
Review/Inspect technical designs, equipment and structures using engineering skills to determine operational and structural soundness and compliance with specifications, building codes, and other regulations. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting program/project growth and success. Functions as a technical expert across multiple program/ project assignments. May supervise others. Monitor and evaluate all physical and technical security aspects of DOS and other government affiliate technical security systems (TSS) installation projects. The Contractor shall identify potential problems that may increase security risks or affect systems operations of TSS designs and installations through independent verification and validation reviews and inspections. Contractor personnel in this position shall be skilled tradespeople with experience in reading and applying technical specifications, building codes, and in understanding and interpreting plans. Contractor personnel performing these functions shall interpret and apply DS and OSPB guidelines for the installation of technical and physical security systems in the form of design drawings and during site inspections. The Contractor personnel performing site inspections shall conduct reviews and identify installation problems without direct Contractor or U.S. Government supervision. Design Reviews are primarily performed in a typical office setting. Inspections are performed in construction environments where there is regular and recurring exposure to the outdoors, somewhat extreme temperatures, electronic and radiation hazards, high voltage power sources, high noise levels, dust, and other environmental risks that require strict observance of appropriate safety precautions and the wearing of personal protection gear. Inspectors are required to perform certain physical activities such as climbing ladders, lifting manhole covers, and spending much of the work day walking or standing. Design Review and Inspection staff shall also help facilitate and maintain communication and cooperation between QAL and the various stakeholders involved in providing technical security services for the DOS. Contractor staff shall lend advice and assessment to help facilitate effective knowledge management by providing technical assistance for project planning, coordination, monitoring and reporting in various collaborations related to the QAL program and its support activities.
Job Duties
Duties will include:
- Develop in-depth knowledge of DS technical security standards and requirements.
- Review and interpret site technical security design drawings, specifications and requirements to ensure that planned work complies with applicable standards/requirements.
- Coordinate inspection services and schedules with various federal government representatives and contractors. There will be extensive interaction with government staff and contractors when carrying out inspections in the field.
- Analyze problems and oversee the layout of TSS installations by performing technical security inspections.
- Prepare detailed standardized, concise, and objective reports of review/audit findings based on applicable standards/requirements and maintain databases of design review findings.
- Provide oral and written advice to government clients on specific issues regarding compliance with applicable technical security standards/requirements.
- Provide technical expertise for project proposals and for the development of actionable performance measures, metrics, and standard operating procedures.
- Work with other contractor staff to develop design compliance performance measures and participate in root cause analysis of design compliance problems.

- Building codes, practices, and ordinances governing construction projects.
- Building and Construction – Knowledge of materials, methods, and the tools involved in construction.
- Microsoft Office (Word, Excel and PowerPoint)
- Working knowledge of AutoCAD.
- Engineering and Technology – Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
- Customer and Personal Service – Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Mathematics – Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
- Public Safety and Security – Knowledge of relevant equipment, policies, procedures, and strategies to promote effective national security operations for the protection of people, data, property, and facilities.
- Design – Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
- Mechanical – Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
Minimum Position Requirements
- Desired but not required: MA/MS degree in Architecture or Civil Engineering and 10+ years of relevant experience, or
- BA/BS and 8 years of relevant experience
- Microsoft Office (Word, Excel and PowerPoint)
- Working knowledge of AutoCAD.
- Experience working in the State Department Bureau of Diplomatic Security is desired.
