VA PD LSS
The mission of the Department of Veterans Affairs (VA) is to provide services to more than 27 million Veterans who have so unselfishly served their country. To accomplish this mission, the products and services of industry are required by a nationwide system of hospitals, clinics, Veterans Integrated Service Networks (VISN), data processing centers, and national cemeteries which require a broad spectrum of goods and services. Product Development (PD) is an organizational element within the Office of Information &Technology, and plays a significant role in developing and implementing projects and providing services that meet department-level mission and goals.
The PD Leadership Offices provide executive-level support to PD leaders by facilitating inter- and intra-organizational collaboration; promoting organizational efficiencies; and measuring organizational effectiveness. They provide support to the organization by providing management excellence in the areas of personnel management, program execution, and organizational communications. Some of the key functions of the Leadership offices are incorporating new contracting / acquisition processes and strategies; assuring compliance with procedural changes including the Program Management Accountability System (PMAS); focus on Integrated Product Teams (IPTs); technology tools such as the Virtual Office of Acquisition (VOA); Capital Programming; budget formulation and execution, planning and oversight within the parameters of the Project Management Accountability System (PMAS) and guided by Office of Management & Budget (OMB) Circular A-130 which implements the Clinger-Cohen Act; and advises the Deputy Chief Information Officer (CIO) PD for oversight of enterprise application development activities and Strategic Planning, Analysis, Risk Management and Architecture Support.
The VA PD Leadership Support Services IDIQ contract provides services to support the Leadership offices within OI&T PD. The functional areas of expertise span management, acquisition, and financial services. The skills required support the following areas of responsibility:
- Acquisition Planning and Package Development
- Acquisition Policy and Data Support
- Fiscal Management Support
- Capital Planning and Investment Control (CPIC)
- Office of Management and Budget Exhibit 300 Support
- Monitoring and Reporting on PD Project Performance under PMAS
- Benefit-Cost Analysis, Alternative Analysis and Project Cost Estimating
- Deputy Chief Information Officer (DCIO) and Assistant Deputy Chief Information Officers (ADCIOs) Advisory and Assistance Technical Management Support
Efforts placed on this IDIQ are Advisory and Assistance (A&A) in nature and/or subject to organizational conflicts of interest (OCIs). These services are primarily in support of PD, however, individual orders for budget or acquisition support may be issued for other related organizations within OIT.
