Background

The Budget Analyst (Financial Specialist, Journeyman) will provide budget support and monitoring to the VA OI&T QPR Business Office (also referred as OI&T QPR or QPR). Must have experience in the Input of financial data using an automated financial management tool and have experience in data validation following input. Must have experience in creating standard and ad hoc reports as directed by senior staff.

Job Duties

Duties will include:

  • Budget Support:
    • Support the entire QPR office budget
    • Support budget meetings and contract briefings of senior government officials
    • Work in compliance with the Veteran-Focused Integration Process (VIP) Process Asset Library (PAL) Planning, Programming, Budgeting, and Execution Lifecycle
    • Perform budget monitoring
  • Procurement / Acquisition Tasks:
    • Familiarity with US Government and/or Veterans Affairs (VA) Acquisition Lifecycle preferred

Minimum Position Requirements

  • Bachelor’s degree in Management, Business Administration, Engineering, or other business related field
  • 5 years’ experience may be substituted for lack of a Bachelor’s Degree
  • Minimum of 2 years of experience supporting a Federal Agency with Information Technology budget submissions. VA Experience preferred.
  • Fluency in English (both written and verbal)
  • Proficiency with the use of the Microsoft Office Suite of applications to include Word, Excel, Projects, PowerPoint, and Outlook
  • Superior interpersonal skills, especially during periods of high stress and tight deadlines
  • Detail oriented while maintaining an extremely positive attitude
