Program Manager

Background

Serves as the Program Manager (PM) onsite, Monday to Friday 9-5, with responsibility and authority to act for all Contractor work performance. The Program Manager will provide management, direction, administration, quality control, and leadership of a full range of technical and administrative staff (full and part time) in execution of the Task Order (TO) to provide training design, development, and instructional services and support to USAID worldwide. Expert knowledge and USAID experience/familiarity in the leadership/management of a diverse array of automated and instructor-led employee training and enrichment services supporting multiple disciplines and subject areas. The PM leads and directs an interdisciplinary project including project planning; budgeting and cost monitoring; quality surveillance and problem resolution; on schedule delivery of products and services and activity staff reporting; and staff recruiting, hiring and staff development. Must be experienced in successfully leading and directing multiple, complex, task orders simultaneous. Must be a U.S. Citizen, eligible for a Public Trust Clearance.

Job Duties

Duties will include:

  • Serve as the primary liaison with the USAID COR and manages all aspects of the Contractor’s responsibilities pertaining to this task
  • Function as the contractor’s primary representative for responding to requests/requirements, central reporting, financial issues, and central meetings regarding the task and task delivery
  • Expert knowledge of and experience in training professionals in all communications, core values, change management
  • Supervising work, monitoring, evaluating, training in adult methodology
  • Experience and expertise in training program/project management professionals in a diverse workforce in technical developmental areas (agriculture, economics; democracy; governance; global health, strategic planning)
  • Experience and expertise in training all levels within an organization or governmental agency
  • Experience and knowledge of different cultures and diversity training.
  • Management and oversight of all activities performed by 6 – 9 HQ based personnel and 30 (+/-) off-site and OCONUS training and training support personnel
  • Oversee development and delivery of core courses worldwide. Core courses include:
    • Introduction to the Program Cycle – 5 day course
    • Project Design – 5 day course
    • Project Centered Activity Design – 5 day course
    • Acquisition & Assistance for Contracting/Agreement Officer’s Representative (COR/AOR) Certification Training Program – online modules + 10 day instructor led course
    • Acquisition & Assistance for COR Supervisors – 2 day course
    • Acquisition & Assistance (A&A) Seminar for Executives – 1 day course
    • Enhanced COR/AOR Skills – 5 day course
    • Budget and Resource Management Training – 5 day course
    • Multiple Performance Monitoring and Evaluation Training Courses – 5 day courses
  • Oversee development and delivery of technical non-core courses, as ordered through Technical Bureaus, including:
    • Global Health
    • Democracy
    • Conflict and Humanitarian Assistance (DCHA)
    • Economic Growth, Education and Environment (E3)
    • Food Security (FS); and/or,
    • Independent Offices (e.g. General Counsel, Legislative and Public Affairs, etc.)
  • Prepare Monthly Status Reports (MSR)
  • Prepare and update Project Management Plan (PMP)
  • Update Baseline Quality Control Plan
  • Perform Business Process Improvement/Strategic Planning
  • Basic knowledge of and compliance with Federal Acquisition Regulations (FAR)

Minimum Position Requirements

  • A master’s degree in a relevant task area: e.g. Management/Leadership of large scale distributed training services
  • Minimum of 5 years’ proven experience as a successful manager of large scale training or professional development activities (USAID experience strongly preferred).
  • Successful Program Management experience on Federal Government Contracts
  • Experience leading and directing multiple, complex task orders, simultaneously
  • Eligible for a Public Trust Clearance
  • Superior written and verbal communication skills
  • Proficiency with the use of the Microsoft Office Suite of applications to include Word, Excel, Projects, PowerPoint, and Outlook
  • Superior interpersonal skills, including ability to interact in a professional manner with senior level government managers and teammates during periods of high stress and tight deadlines
  • Detail oriented while maintaining an extremely positive attitude

Desired Education and Experience

  • Training and/or management experience with USAID strongly desired
  • Master’s in a task related area desired
  • Project Management Professional (PMP) Certification or equivalent certification desired
  • Excellent organization, interpersonal, written and verbal skills;
  • Extensive knowledge of USAID mission and policies
  • Experience with Program Management; Budgeting; Staff recruitment, hiring, and development
